CTO may be applied for full-time employees with a current contract.
To apply a compensatory time off, go on the Schedule :
Click on + to create a new absence
Choose "compensatory time off" in the absences' list
Indicate the duration of the absence (a table shows you the balance up to date and the employee's forecasted balance taking into account the duration of the absence)

Good to know :
Even if your employee’s balance is negative, it’s possible to put a CTO if the option is activated in your location’s configuration (in the Scheduling tab)
Your employees' CTO balance can be seen directly on the schedule : it indicates the cumulative balance at the end of your last pay period and isn’t updated week by week.
The compensatory time offs put on the schedule appear in the employee’s counter on his profil, whether the CTO are past or future. You can find when the CTO is applied, when it happens, and its duration in hours.
